ICAO Denounces Iran’s Missile, Drone Strikes Threatening International Air Safety

Amman, April 2 (Petra) – The Council of the International Civil Aviation Organization (ICAO), during its 237th session, adopted a resolution based on a joint working paper submitted by Jordan, Bahrain, Saudi Arabia, Oman, Qatar, Kuwait, the United Arab Emirates, Egypt, and Morocco, strongly condemning Iran’s unlawful attacks that pose a direct threat to international civil aviation in the Middle East.

According to a statement from the Civil Aviation Regulatory Commission, the Council condemned Iran’s missile and drone attacks since the start of the war against Gulf Cooperation Council countries and Jordan, noting these actions violate the provisions of the Convention on International Civil Aviation (Chicago Convention) and the United Nations Charter. The Council highlighted that the attacks breach Article 1 of the Chicago Convention, which guarantees states absolute sovereignty over their airspace.

The resolution also addressed Iran’s unlawful use of drones in violation of Article 3 bis of the Convention, which has exposed key international air corridors to severe risk. Affected states were forced to implement emergency measures, including airspace closures and flight diversions, causing operational disruptions to global air traffic.

The Council recalled Security Council Resolution 2817 (2026), which condemned Iran’s deliberate targeting of civilians and civilian infrastructure, including airports, reaffirming that such attacks violate international law.

The resolution calls for stringent measures, including formal condemnation of Iran, demands for an immediate cessation of unlawful actions, and referral of the text to relevant United Nations bodies, with continuous monitoring of the situation.

Captain Deifallah Farajat, Chief Commissioner of the Civil Aviation Regulatory Authority, said the decision underscores that the safety of international civil aviation and state sovereignty over airspace are inviolable, and that the ICAO Council will employ all legal instruments to protect global aviation from military threats.
